New Delhi: The Lieutenant Governor has written to Delhi CM Arvind Kejriwal for flouting the laid down procedures and rules by him in not signing files before sending them to the LG.
The LG said that “in rare and urgent cases, when the Minister is on tour/is sick and his/her approval has to be taken on telephone, the decision of the Minister shall be convyed by his/her Private Secretary in writing. In such cases, confirmation shall be obtained on file when the Minister returns to headquarters/rejoins.”
The Lt Governor has also written in the letter that this situation has persisted for the last few months. In such a situation, it should be avoided to send the file only with the signature of the officials as it creates a “confusion whether the Chief Minister has seen the file, approved it or not”.
For an effective governance it is very important that I must sign the proposal or the files to be sent for approval. Also, the Lieutenant Governor has suggested that ‘e-office’ system should be adopted for seamless exchange of files.
According to sources in the Lieutenant Governor’s office, Arvind Kejriwal is doing this so that if any dispute arises in future, then he can keep himself away.
