Noida: The government had received a complaint that the GPA game is being played fraudulently in Noida, Greater Noida and Ghaziabad. Ignoring the rules, the General Power of Attorney (GPA) of other states has been issued in Gautam Budh Nagar and Ghaziabad districts. The investigation of this matter will now be done by the Additional District Magistrate of Meerut. Four sub-registrars of Ghaziabad were suspended in this case, while sub-registrars posted in Noida and Greater Noida were charge-sheeted.

By breaking the law, properties of other states are being transferred here through GPA. When an inquiry was conducted on the complaint of a lawyer, the information about 11 thousand GPAs in Noida in the year 2022 came to the fore. On this, the government banned the GPA and constituted the SIT. The investigation has revealed that all the Sub Registrars of Noida and Greater Noida have played this game. Official sources said that in the investigation, 19 such GPAs had come to the fore, in which the rules were completely ignored. GPAs of properties located in Maharashtra, Punjab, Palwal of Haryana, Uttarakhand and Himachal Pradesh were done in Noida and Greater Noida.

On finding such irregularities, sub-registrars Yashwant Singh, Kailash Nath Singh, Vikas Verma and Poonam Singh, besides PK Asthana, who had been sub-registrars of Dadri, and Alok Kumar of Jewar were charge-sheeted in February 2023. The investigation of this case was handed over to Agra’s DIG Ram Iqbal Singh. Due to some reasons, now this investigation has been removed from him and handed over to Meerut’s ADM Pankaj Verma.

Official sources said that the government had received information that black money was being spent in it through GPA. GPA achievers are buying and selling property in a big way. An organized gang is suspected to be behind the illegal transfer of properties from GPA in Noida-Ghaziabad. The role of the sub-registrar is also questionable in this. In the process, several cases of tax evasion, black money hoarding and property disputes have come to the fore. UP’s Principal Secretary (Home) Sanjay Prasad has constituted the SIT to investigate all these facts.

GPA is on Rs 100 stamp paper. The whole process takes about Rs 600 including other fees, but behind the scenes, Rs 50,000 to Rs 1 lakh are given for a GPA. Advocates who conduct GPA play this game in connivance with the authorities. This causes a lot of loss of revenue to the government. If it is fully leased without GPA, then a 5 per cent stamp duty and one per cent registration fee have to be paid on the cost of the property. Only a few selected lawyers in the district get GPAs done.

Power of Attorney is an important legal document through which a person can appoint another person to manage his property. It is done by the owner of the property or a person to transfer his powers to another person so that he can take necessary decisions in his place. GPA does not legally create any ownership rights for the person concerned on the property but the investigation found that through these deeds various types of rights were freely given to the person concerned which is completely illegal. GPA is in case the original owner is out of town or abroad.
