The parliamentary commission of the United States discussed the SCO summit in its annual report. In the report, a meeting between Indian Prime Minister Narendra Modi, Russian President Vladimir Putin, and Chinese President Xi Jinping was mentioned.
The report states that the Shanghai Cooperation Organisation (SCO) has rapidly grown into a global forum that aims to shape an international order by surpassing Western economic power and their technical framework.
It further mentions, “The SCO summit was held in Tianjin on August 31st, 2025, and President Xi hosted Putin, PM Narendra Modi, and 20 other world leaders. During the summit, Xi Jinping proposed to make the organisation a centre of emerging technology, digital cooperation, and economic development. Pitching for multilateralism and equal sovereignty, China has made it clear that it aims to challenge the role of Western countries in technology governance and the creation of global standards.
US alarmed by SCO
The US panel report mentions that “the most significant aspect of this summit was the growing association between China, Russia, and India. The three countries jointly signed a declaration condemning the airstrikes carried out by the US and Israel on Iran and expressing concern over the severe humanitarian crisis in the Gaza Strip. This was the first time India criticised the US and Israel on a multilateral platform. The declaration also condemned the 2025 Pahalgam terror attack, for which India holds Pakistan responsible.”
The report also indicated that China, India, and Russia made efforts in preparing the SCO declaration. China’s condemnation of the Pahalgam terror attack was considered a symbolic boost. Notably, the world media termed the meeting between the three leaders as a “threat” to the United States. This was especially significant in relation to India after the US imposed a 50% tariff on the country.
China proposed global governance initiative
The US report further states that Xi Jinping also presented a global governance initiative during the SCO summit, which aims to position China as a leading voice among developing nations and highlight the country as an alternative to the United States.
