Saudi Arabia is planning to introduce stricter rules for Hajj transportation to make travel safer and more dependable for millions of pilgrims. The Royal Commission for Makkah and the Holy Sites has issued draft regulations that clearly spell out how transport companies must operate, the penalties they could face for violations and the technical and operational standards required during the Hajj season.
Clear penalties for rule violations
Under the proposed rules, transport providers who fail to follow regulations could face fines ranging from SR150 to SR100,000, depending on how serious the offence is. More serious violations may lead to suspension from Hajj transportation services for one to three seasons, while the most severe cases could result in the permanent cancellation of operating permits.
The draft regulations also state that no individual or company will be allowed to provide Hajj transportation services in designated areas without first obtaining an official permit from the Pilgrim Transportation Guidance Centre.
How and when to apply
Companies interested in offering transport services during Hajj must submit their applications online through the platform specified by the guidance centre. Applications must include a declaration of intent to participate, the number of buses available and all necessary technical and operational details.
Applications will open each year on the first day of Jumada al-Thani and remain open for 60 days. Service providers must submit all required documents and data by the 15th of Shawwal, though the guidance centre may extend the deadline until the end of Shawwal if required.
Focus on reliable and safe transport
Ensuring smooth operations is a key part of the draft rules. If a bus breaks down, transport providers must arrange a replacement quickly, within one hour inside cities and suburbs and within two hours outside urban areas.
If a provider fails to meet these timelines, authorities will step in to arrange alternative transportation that meets approved standards, with the provider covering all related costs. Transport companies must also ensure they have enough qualified technicians to maintain buses and support safe operations throughout the Hajj season.

The draft regulations reflect Saudi Arabia’s continued efforts to improve the Hajj experience. By setting clear rules, strict deadlines and mandatory backup plans, the Royal Commission aims to reduce disruptions, enhance safety and ensure a smoother journey for pilgrims.
