A 25-year-old University of Delaware student, Luqmaan Khan, was arrested on November 24 after police discovered a large collection of guns, ammunition, body armor and a notebook describing plans for a potential mass shooting on campus. Officers found Khan sitting in his pickup truck in a park after hours. His suspicious behaviour prompted them to search the vehicle, where they found a .357 Glock pistol, several loaded magazines, body armor, binoculars, a laptop and a notebook containing detailed plans. Prosecutors said the pistol had been modified into a semi-automatic rifle.

Notebook shows detailed attack plans
Authorities said Khan’s notebook included instructions for targeting his former school’s campus police department, with maps showing entry and exit points and ways to avoid law enforcement. The writings reportedly contained phrases like ‘kill all – martyrdom’ and explained how several weapons would be used during the attack. Police described the notes as showing ‘premeditated assault plans’ and ‘warfare techniques.’ Khan allegedly told officers after his arrest that becoming a martyr was ‘one of the greatest things you can do.’

More weapons found, charges filed
After his arrest, the FBI searched Khan’s Wilmington home and found more weapons, including an AR-style rifle with a red-dot scope and another Glock pistol modified into a fully automatic gun capable of firing 1200 rounds per minute. Khan, who was born in Pakistan but is now a U.S. citizen, has been charged with resisting arrest, carrying a concealed deadly weapon, multiple weapons violations and related offenses. He was given a cash bail of 107,200 USD and handed over to the FBI, which may file additional charges.
Acting U.S. Attorney Murray praised the swift action of federal and local law enforcement, saying the operation successfully neutralised a serious threat before any tragedy could occur. Authorities continue to investigate the case and campus security remains on alert.
