Coarsely grind garlic and chilies.
Heat oil in a wok until smoking.
Saute garlic, chillies, and shallots until fragrant.
Add chicken and salt, stir-fry until cooked.
Mix in hoisin sauce, soy sauce, and sugar.
Toss in basil leaves and wilt.
Serve with jasmine rice.
