Add 1 cup oats, 1/2 cup rice flour, 1/4 tsp cumin seeds, 1/4 tsp hing, salt to taste, water, and oil.
Blend oats into a fine powder.
In a bowl, combine oats powder, rice flour, cumin, hing, and salt.
Add water gradually to form a smooth, thin batter.
Heat a non-stick pan, drizzle a little oil, and pour a ladle of batter. Spread it in a thin circle.
Grease butter or ghee on the heated pan.
Pour the batter onto the pan, spread it into a thin circle, drizzle oil around the edges, and cook for 2-3 minutes until the edges lift.
Flip the dosa and cook for another 1-2 minutes until both sides are crispy and golden.
Serve the oats dosa hot with chutney or sambar.
