Heat oil and ghee in a pressure cooker, add whole spices and let them sizzle.
Saute onion, green chilies until golden, then add ginger garlic paste and saute for a minute.
Add spice powders, salt, peas, cashews, and kishmish, and mix well.
Add rice, water, and coconut milk to the cooker.
Bring to a boil, cover, and simmer for 10 minutes.
Turn off the heat, let the steam release, fluff the rice, and serve.
