Combine mutton with onion paste, garlic paste, turmeric, red chilli, mustard oil, curd, papaya, and salt, marinate for 4-6 hours or overnight.
Bring the marinated mutton to room temperature before cooking.
Heat mustard oil, temper spices, add sugar, and cook onions until golden, mix in ginger and garlic paste.
Stir in Kashmiri chilli, cumin, and coriander powder, saute briefly.
Add marinated mutton, cook on high for 15-20 minutes, then simmer on low for 50-60 minutes.
Stir in ghee and green chillies, rest for 2 minutes, and serve with rice or bread.
