Mix flour and water into a soft, smooth dough. Knead well and let it rest for 20-30 minutes.
Combine minced chicken, finely chopped onions, garlic, ginger, and seasonings like salt, pepper, and soy sauce.
Divide the dough into small balls. Roll them into thin, round wrappers about 3-4 inches in diameter.
Place a spoonful of the chicken filling in the center of each wrapper. Fold and pleat the edges to seal.
Place the momos in a steamer lined with cabbage leaves or oil. Steam for 12-15 minutes until the dough is translucent.
Blend tomatoes, red chilies, garlic, and vinegar into a smooth, spicy dipping sauce for serving.
Serve the steamed momos with the prepared sauce, fresh off the steamer. Enjoy while they're hot and juicy!
