Soak washed rice separately, and urad dal with fenugreek seeds together for 1 hour.
Grind dal and fenugreek seeds into a smooth paste with little water.
Add drained rice to the dal paste and grind until slightly grainy.
Mix the batter with 1 cup of fresh coconut.
Shape batter portions, coat them in coconut, and place on a steamer plate.
Steam for 15 minutes, serve hot, add cumin and pepper for a spicy variation.
