Grind a cup of quick cooking oats into a fine or semi-fine powder.
In a bowl, combine the ground oats with a cup besan, spices, and chopped vegetables.
Add water and whisk to a smooth batter, let it rest for 30 minutes.
Preheat a tawa, pour a ladle of batter, and spread gently.
Cook until set, drizzle oil around edges, flip, and cook until golden on both sides.
Fold and serve hot with chutney or sauce of your choice.
