Mix paneer, mixed vegetables, cilantro, scallions, ginger paste, garlic paste, soy sauce, and lemon juice.
Combine flour, baking powder, and salt. Gradually add water to form a soft dough.
Knead dough for 5-7 minutes until smooth.
Divide dough into small balls. Roll out each ball into a thin circle.
Place 1 tablespoon of filling in the center of each circle. Fold and seal edges.
Steam momos for 10-12 minutes or until cooked through.
Serve hot with your favorite chutney or sauce.
