Boil sugar and water until syrupy, then set aside.
Mix milk powder, flour, ghee, baking soda, and milk into a smooth dough. Let rest.
Form small, smooth balls from the dough, ensuring no cracks.
Fry jamuns in ghee or oil on low-medium heat until golden, then soak in warm sugar syrup for 30 minutes.
Simmer milk with sugar, cardamom, and saffron until thickened.
Pour warm rabri over jamuns and garnish with nuts. Enjoy!
