Pound chicken breasts to thin and cut into strips.
Mix black pepper, salt, soy sauce, ginger, and garlic, and marinate chicken for 15 minutes.
Prepare an ice-water bowl and whisk 1 egg in a medium bowl.
Sift in ⅓ cup cake flour and ⅓ cup cornstarch, gradually add ⅓ cup cold water to form batter.
Coat marinated chicken pieces in the batter.
Fry in hot oil (350ºF) until crispy, about 2 minutes per side.
