Marinate mutton with salt, ginger garlic paste, and lemon juice, and cook in a pressure cooker for 6-7 whistles.
Grind chilies and garlic into a coarse paste.
Heat oil, add whole spices, curry leaves, onions, and garlic, cook until golden.
Add tomatoes and chili garlic paste, cook until tomatoes are soft.
Add spice powders, salt, and cooked mutton, roast on low heat until water dries.
Finish with black pepper and coriander leaves, serve.
