Activate yeast with warm milk, sugar, and set aside for 5 minutes.
Mix flour, sugar, salt, and yeast mixture to make a soft dough, let rise for 1 hour.
Cook orange juice, zest, sugar, and butter to make a thick orange sauce, cool.
Roll out risen dough, spread with butter, sprinkle sugar, and roll into a log.
Slice evenly into rolls and place in a pan with orange sauce, let rise for 30 minutes.
Bake at 180°C for 25-30 minutes, let cool for 5 minutes.
Unmold, enjoy the sticky orange topping and serve warm.
