Remove mushroom stalks, finely chop them, and set aside.
Mix cream cheese, mozzarella, garlic, parsley, salt, pepper, and chopped stalks for the filling.
Fill mushrooms with the cheese mixture.
Prepare a batter with flour, cornstarch, salt, pepper, and water.
Coat mushrooms in plain flour, dip in batter, and coat twice in breadcrumbs.
Deep-fry until golden brown and serve hot.
