Mix all-purpose flour with ghee, gradually add chilled water to form a smooth batter.
In a deep pan, heat ghee on medium flame.
Pour a ladleful of batter into the hot ghee and let it cook until golden brown.
Boil sugar in water until one-string consistency, add saffron for flavour.
Remove cooked Ghewar from ghee and dip it in the sugar syrup for a few minutes.
Top with chopped dry fruits and rabri before serving.
