Preheat your oven to 180°C (350°F). Line a baking tray with parchment paper or foil.
In a bowl, combine all-purpose flour, gram flour, baking powder, and baking soda. Mix well.
In another bowl, whisk together ghee and powdered sugar until light and creamy. Add cardamom powder and mix again.
Gradually add the dry ingredients to the ghee mixture. Fold gently until combined.
If the mixture is too crumbly, add milk a little at a time until it forms a soft dough.
Take small portions of the dough, roll them into balls, and slightly flatten them. Dip the tops in chopped pistachios.
Place the cookies on the prepared tray and bake for 15 to 20 minutes or until they turn golden brown.
Remove from the oven and let them cool completely on a wire rack. Store in an airtight container.
