There are numerous makeshift restaurants that people set-up in their vehicles along the roads.
We have seen many of them. This one though is a restaurant set inside a Toyota Fortuner.
The Fortuner is parked on a roadside with drums filled with food kept in the boot of the vehicle.

In the video, the vlogger had a conversation with the man who was selling homemade food from the back of his car.
The man mentioned that all the food he sold was prepared by his wife. The exact location of the car in Delhi was not mentioned in the video.
