Boil cauliflower in salted water with turmeric for 3-4 minutes, then strain and set aside.
Prepare batter, dip cauliflower florets, and fry until golden. Strain and set aside.
For the sauce, saute onion, celery, green chillies, and capsicum with salt and sugar until golden.
Add ginger garlic paste and cook for 2 minutes, then add remaining ingredients and cook until oil separates.
Toss the fried cauliflower in the prepared sauce, adding cornflour-water mixture to coat.
Garnish with spring onions and serve hot.
