In a jar or shaker, add the instant coffee, sugar, and cold water.
Shake vigorously or use a handheld frother until the mixture is frothy and smooth, which should take about 30 seconds.
Fill a glass with ice cubes.
Slowly pour the milk over the ice and then add the frothed coffee mixture on top, allowing the foam to rise.
Stir gently if desired, insert a straw, and enjoy your refreshing frappe!
