Melt butter in a pot, add onion, salt, and pepper, cook for 5 minutes until softened.
Stir in garlic and cook for 1 minute.
Sprinkle in flour and whisk for 1-2 minutes until golden.
Slowly whisk in milk, then add broth, broccoli, carrot, and mustard, and simmer for 15-20 minutes.
Gradually stir in cheese until melted and creamy.
Season to taste and serve with croutons, if desired.
