Heat oven to 350°F (175°C) and line baking sheets with foil or parchment.
Beat butter and sugar until fluffy, then add egg and vanilla, and mix in chocolate-hazelnut spread.
Gradually mix in flour and cocoa powder, then stir in chocolate chips and hazelnuts.
Drop spoonfuls of dough 2 inches apart on the prepared baking sheets.
Bake for 8 minutes, then turn off the oven and let cookies sit for an additional 2 minutes.
Serve warm or transfer to a wire rack to cool completely.
