In a bowl, mix flour, cornflour, baking soda, and turmeric powder. Add yogurt and water to form a smooth batter. Let it rest for 20-30 minutes.
In a pan, combine sugar, water, and saffron (if using). Heat until it forms a sticky syrup (one-thread consistency).
Heat ghee or oil in a pan. Pour the batter into a piping bag with a small nozzle. Squeeze in circular motions to form jalebis. Fry until golden and crispy.
Immediately dip the jalebis into the warm sugar syrup for a few seconds.
Boil milk in a heavy pan, reduce by half, then add sugar and cardamom, cooking until creamy.
Place warm jalebis in a dish, pour rabri over, garnish with nuts, and serve immediately.
