Sift flour, baking powder, salt, and sugar in a bowl, make a well.
Mix milk, vinegar, and ground flax seeds until foamy.
Combine the milk mixture with dry ingredients, adding water, oil, and vanilla, mix until thick and lumpy.
Let the batter rest for 10 minutes.
Oil the pan, cook 1/3 cup of batter for 4 minutes, flip, and cook for another 3 minutes.
Keep pancakes warm on a rack covered with foil until serving.
