Flour, sugar, butter, egg, cocoa powder, flour, baking soda, water, milk.
Mix butter, sugar, egg, and cocoa powder. Add flour to create dough. Roll & cut into circles.
Bake at 350°F (175°C) for 10 minutes. Let them cool completely.
Scoop ice cream and place a generous scoop between two cookies. Press lightly.
Freeze for 30 minutes to set.
