Bring water to a boil in a pot.
Add tapioca pearls, cover, and simmer on medium-low for 5 minutes, then drain and set aside.
In a pitcher, combine brewed tea, condensed milk, and sugar, stir until sugar dissolves.
Refrigerate the tea mixture for about 1 hour until chilled.
Scoop about 2 tablespoons of tapioca pearls into 4 large glasses.
Fill each glass with the chilled tea mixture and top with ice.
