Heat oil in a pan, sizzle fennel seeds, then saute onions, green chilli, and curry leaves. 

Add spice powders, salt, and tomatoes, cook until mushy. 

Stir in minced chicken, cook thoroughly, then simmer covered for 15 minutes. 

Sprinkle garam masala, mix well, and prepare the filling. 

Spread dosa batter on a hot tawa, drizzle oil, and cook until golden. 

Fill dosa with chicken mixture, fold into a triangle, and serve hot.
