Preheat the oven to 200°C (400°F) and line a 12-cup cupcake tray with liners.
Mix plain flour, baking powder, and salt, boil milk and butter together, then set aside.
Beat eggs until frothy, gradually add sugar, and mix in vanilla extract.
Gently blend in dry ingredients and milk mixture, then fold the batter until smooth.
Divide batter into liners and bake for 12–15 minutes, cool completely.
Mix icing sugar, cream, and vanilla, spread on cupcakes, and top with sugar flowers.
