Combine water, butter, sugar, and flour in a pot; stir until a dough forms.
Transfer the dough to a piping bag and pipe long strips onto parchment paper.
Heat oil in a deep pan and fry the churros until golden brown.
Mix sugar and cinnamon in a bowl, then coat the fried churros while they’re still warm.
Mix chocolate chips with heavy cream and microwave until melted. Stir until smooth.
Enjoy churros warm with chocolate dipping sauce!
