Place mashed potatoes, egg, panko, and cheese in a bowl. Stir with a fork until combined.
Place ½ cup panko on a plate. Flatten mashed potato balls into 1-inch thick cakes, then coat each side with panko.
Heat olive oil in a pan, then Pan-sear each potato cake.
Fry until each side is golden brown. Keep in a warm oven, until ready to serve.
Garnish with smoked salmon and a dollop of dilled sour cream.
