Preheat oven to 200°C and line a muffin pan with cupcake cases.
Mix flour, baking powder, baking soda, cinnamon, and sugar in a bowl.
Add orange zest, egg, milk, and oil, and fold gently.
Fold in cranberries.
Scoop the batter into muffin cases and bake for 20 minutes.
Cool completely and serve warm.
