Mix flour, salt, sugar, baking soda, oil, yogurt, and water to make a soft dough, rest for 30 minutes.
Prepare the filling by mixing the ingredients in a bowl.
Flatten a portion of dough, apply butter, roll, shape into a ball, and flatten again.
Place the filling in the center, seal, and roll into a kulcha.
Sprinkle garlic, coriander leaves, and chilies on top, then cook on a hot tawa with oil for 3-4 minutes.
Brush with butter, cut into wedges, and serve hot.
