The King of Britain and the King and Queen of Japan are three of the few people who can travel to any country in the globe without a passport.
Queen Elizabeth enjoyed this power before Charles became king. When Charles became King, his secretary issued a note to all countries via the Foreign Ministry informing them that Charles is now King of Britain.
As a result, they should be free to travel anyplace with complete respect. There should be no restrictions on this. In addition, their protocols should be adhered to.
According to Japanese diplomatic documents, the Foreign Ministry established a special arrangement in 1971 that allows the Emperor and Empress to travel to any country without a passport.
Japan also sends an official letter to all countries in the world. However, the Emperor and Empress of Japan must travel overseas with this letter.
They may travel overseas on the basis of this letter. This letter is considered their passport.
Japan's Foreign Ministry and Britain's King's Secretariat both submit advance notice of foreign travel to the relevant country.
