New Delhi: Vladimir Putin, the president of Russia, announced on Wednesday that he was imposing martial law in four Ukrainian districts that he claimed as his own last month but is now finding it difficult to hold back Ukrainian advances.
Putin also ordered the government to establish a special coordinating council under Prime Minister Mikhail Mishustin to work with Russia’s regions to support Moscow’s war effort in televised remarks to members of his Security Council.
Nearly eight months into the conflict, Putin’s latest escalation to counter a string of significant losses to Ukrainian forces since the beginning of September was a bundle of actions.

They made sure that more of Russia’s citizens, who had already been chastened by a partial mobilisation announced last month, would experience the effects of the war in their own lives by expanding to areas outside of Ukraine.
In eight districts bordering Ukraine, including Crimea, which Russia invaded and annexed in 2014, the edict from the Kremlin that was made public ordered a “economic mobilisation” and stated that travel into and out of the regions would be limited.
Putin claimed he was giving the governors of each of Russia’s more than 80 regions more authority in order to safeguard vital infrastructure, uphold law and order, and boost output in support of Moscow’s “special military operation.”

The actions were taken on the same day when inhabitants in Kherson, one of the four occupied districts, were instructed to leave certain locations as soon as possible in preparation for an impending Ukrainian onslaught by officials established by Russia.
Putin claimed that the actions he was directing would improve production in support of the war effort and increase the stability of the economy and industry.
“We are working on solving very complex, large-scale tasks to ensure a reliable future for Russia, the future of our people,” he said.
