What is SIM binding which has left WhatsApp, Snapchat, Telegram and more apps worried?

The government has asked messaging apps like WhatsApp, Telegram and Snapchat to introduce SIM binding by 2026 to curb fraud, a move that may worry platforms but aims to make user accounts more secure.

The Department of Telecommunications (DoT) has asked popular instant messaging apps such as WhatsApp, Telegram, Signal and Snapchat to introduce a new security system called ‘SIM binding’. These platforms have been given 90 days to put the system in place and the rule is expected to come into effect by February 2026. While messaging apps are worried about the impact of this move, industry bodies are divided, Broadband India Forum (BIF) has called it problematic, while the Cellular Operators Association of India (COAI) has supported the decision.

What is SIM binding and how will it work?

If you use UPI apps, understanding SIM binding is easy. Just like UPI works only when the registered SIM card is inside your phone, SIM binding links your mobile number, SIM card and messaging app to one device. This means the SIM card used to register WhatsApp, Telegram or Snapchat must remain in the phone to use the app.

The DoT has directed companies to implement this system within 90 days. If the SIM card is removed from the phone, the messaging app linked to that number will stop working on that device. For web versions of these apps, users will be automatically logged out every six hours. To continue using the web version, users will need to log in again by scanning a QR code.

Why is the government making this change?

The main reason behind SIM binding is to control the rising number of cyber crimes and financial frauds. In recent years, scammers have been using SIM swap techniques to take over messaging accounts and cheat people. With SIM binding in place, accessing messaging apps without the original SIM card will become difficult, helping prevent fraud.

COAI said the move will create a strong link between the user, mobile number and device, which will help reduce spam, fake calls and online scams. It added that the rule will impact many digital platforms like fintech, e-commerce, travel and social media, but will not create problems for common users.

Will users face any trouble or privacy issues?

According to COAI, users are unlikely to face major inconvenience. Instead, their social media and digital accounts will become more secure and cannot be accessed from another device. While frequent logins on web versions may seem inconvenient, similar security systems already exist in banking services. COAI also clarified that SIM binding does not affect user privacy, as no personal data is collected or stored, only SIM verification is used.
