The ICC is considering a hybrid model for the Champions Trophy 2025 and is exploring alternative venues, with Dubai being a potential option. Although the Champions Trophy is set to take place in Pakistan next year, the likelihood of India touring the country is slim, creating complications for the ICC. According to a reports, the ICC is discussing contingency plans in case India declines to play matches in Pakistan.

India has not visited Pakistan since the 2008 Asia Cup due to strained political relations, so India’s refusal to play the Champions Trophy in Pakistan was anticipated. A similar situation arose during the 2023 Asia Cup, where India insisted on not playing in Pakistan. As a result, the Asian Cricket Council adopted a hybrid model, with some matches held in Pakistan and others, including the final, taking place in Sri Lanka.

A similar approach might be used for the Champions Trophy, considering the significant revenue India generates, which could lead to substantial losses for the ICC if India opts out. A source from the BCCI indicated that India is unlikely to tour Pakistan, but noted that the final decision will be made by the Indian government.

According to the several reports, the ICC Trophy matches could potentially be held in Karachi and Dubai, although Rawalpindi and Lahore are still under consideration. The ICC has also addressed logistical concerns, such as arranging chartered flights for teams. If the boards agree to a hybrid model for the Champions Trophy, it is likely that India’s semifinal and, if they reach the final, the final would also be played outside of Pakistan.

Meanwhile, the PCB has taken a strong position, insisting that the tournament format for the Champions Trophy remain unchanged and that the entire event be held in Pakistan.
