Jay Shah On Cusp Of ICC Chairmanship As Greg Barclay Prepares To Step Down

On Tuesday, Greg Barclay revealed he will step down from his role as ICC chairman on November 30, marking the end of his third term. This announcement has triggered speculation that Jay Shah, the BCCI Secretary, may be a leading candidate to take over the position.

Shah’s plans regarding a bid for the chairmanship will be announced by August 27, the cutoff date for nominations. While ICC chairmen are permitted to serve three consecutive two-year terms, Barclay has served an additional year beyond this limit.

“ICC Chair Greg Barclay confirmed to the Board that he will not stand for a third term and will step down from the post when his current tenure finishes at the end of November. Barclay was appointed as the Independent ICC Chair in November 2020, before being re-elected in 2022,” the ICC stated in a media release. “Current directors are now required to put forward nominations for the next Chair by 27 August 2024 and if there is more than one candidate, an election will be held with the term of the new Chair commencing on 1 December 2024.”

Jay Shah can become the youngest ICC chairman

Under ICC regulations, the chairmanship election now requires a simple majority of 16 votes, meaning a candidate needs just nine votes (51%) to win, a shift from the previous requirement of a two-thirds majority. Jay Shah, who currently leads the influential Finance and Commercial Affairs (F&CA) subcommittee, is a prominent figure in cricket administration and is well-regarded by many of the 16 voting members. At the age of 35, Shah could become the youngest ICC chairman, following in the footsteps of Indian predecessors like Jagmohan Dalmiya, Sharad Pawar, N. Srinivasan, and Shashank Manohar.

However, the BCCI constitution, as approved by the Supreme Court, stipulates that an office bearer can serve for a maximum of six years before requiring a three-year cooling-off period. Overall, a person can hold office for up to 18 years in total—nine years in a state association and nine years in the BCCI. If Shah opts for the ICC role while still having a year remaining in his BCCI tenure, he would retain four years left in his BCCI term.

Under Jay Shah’s leadership Indian cricket has gained quite the recognition. He has done a great job in promoting equality within the game for both men’s and women’s cricketers.  The equal pay for all was a historic decision.

The introduction of Women’s Premier League, increased incentives for players, the strictness adhering to domestic cricket, etc. everything that he has done has taken Indian cricket to new heights. The way he has backed the players and given them top notch facilities to train and recover is just commendable.
