There has been great discussion about the 2025 Champions Trophy, particularly with India raising concerns about security and refusing to travel to Pakistan. In order to break this deadlock, the ICC proposed a “hybrid” model in which India would host its matches in Dubai.
BCCI Not Willing To Accept PCB’s Terms?
There were reports that the PCB is open to this solution if the ICC provides a formal guarantee that all of Pakistan’s matches in events hosted by India would be held at neutral venues, besides that PCB wants to have a bigger share of the annual revenue. However, according to sources from CricketPakistan, the BCCI is not keen to accept these terms.

“We have presented a fair solution. If India does not accept it, they cannot expect us to send our team there in the future. If an ICC event is held in India, their team would also need to play finals or key matches in Dubai, ensuring parity,” a PCB source was quoted in the report.
Mohsin Naqvi On Hybrid Formula
“We will do what’s best for cricket. It’s definitely not a hybrid formula, but if a new formula is formed, it will be an equal one,” Naqvi told reporters, as quoted from a video posted by PCB media on X.
“We will not allow one-sided decisions […] decisions should be made based on equality,” he added.
What Is BCCI Objecting To?
If the ICC agrees to these conditions, it would imply that in case Pakistan reached the finals of any future ICC event, it would have to shift the match to a venue other than India and this is something that apparently BCCI has objected to. With the fate of the 2025 Champions Trophy still hanging in the balance, PCB Chairman Mohsin Naqvi reasserted that hosting the tournament under a hybrid model was not what Pakistan wanted. He further added that while a new formula could be thought of, it would have to be fair and equitable.
