CM Vishnu Deo Sai Holds Marathon Meeting With Departmental Secretaries And Heads

Chief Minister Shri Sai directed officers to accelerate capital expenditure, ensure transparency in government functioning, resolve public grievances promptly, and complete construction projects on time with strict adherence to quality.

Chief Minister Shri Vishnu Deo Sai today chaired a marathon meeting with departmental secretaries and heads at the Mahanadi Bhavan Secretariat. On the auspicious occasion of Mahanavami, he motivated officials to work with coordination and team spirit to build a progressive Chhattisgarh.

In the high-level review, Chief Minister Shri Sai directed officers to accelerate capital expenditure, ensure transparency in government functioning, resolve public grievances promptly, and complete construction projects on time with strict adherence to quality. He appreciated officers delivering strong performance and advised all officials to conduct self-evaluation and work on improvement.

CM Sai noted that the e-Office system has enhanced transparency in governance, fulfilling the pledge of good governance. Expressing satisfaction, he said that almost all departments have adopted the system and instructed the remaining ones to mandatorily implement it by December 2025. He also laid special emphasis on improving and maintaining roads for smooth transportation. Further, he issued clear instructions for strict action against any irregularities in procurement through the Government e-Marketplace (GeM) portal.

Highlighting the importance of capital expenditure, Shri Sai said it strengthens the state’s infrastructure and lays the foundation for long-term development. He instructed departments with lower expenditure to speed up their works. He reiterated that the state’s Silver Jubilee Year is being celebrated as the “Atal Nirman Varsh”, with the current budget providing 18 percent higher allocation compared to last year. He directed officers to ensure that administrative approvals for budgeted works are granted in time, tenders for sanctioned projects are issued promptly, and works commence without delay.

“Capital expenditure projects are directly linked to public welfare and must be completed on time,” he stressed. Departments with lower spending compared to last year must identify the reasons and rectify them immediately. With the monsoon drawing to a close, the CM instructed that the coming two months be fully utilized to complete all paperwork related to construction projects.

Officers must patiently listen to public grievances

Addressing the secretaries, CM Sai emphasized that they must listen to people’s problems with patience and ensure effective redressal. He said continuous monitoring and regular field visits accelerate development. He directed that as in-charge secretaries, they must visit their respective districts at least once every two months and conduct detailed reviews of scheme implementation.

Biometric attendance to tighten functioning in the Secretariat

To bring greater discipline in government functioning, CM Sai directed that biometric attendance will be enforced from December 1 in the Secretariat. He said officers must arrive at office on time and inspire their subordinates to do the same.

Chief Secretary Shri Vikas Sheel informed the CM that the biometric attendance system will be applicable from December 1 for all officers from Deputy Secretary level upwards.

On the occasion, Chief Secretary Shri Vikas Sheel, Additional Chief Secretary Shri Manoj Kumar Pingua, Additional Chief Secretary Smt. Richa Sharma, Principal Secretary to CM Shri Subodh Kumar Singh, Secretary to CM Shri P. Dayanand, Secretary to CM Shri Rahul Bhagat, along with all departmental secretaries and heads of departments were present.
