To deliver on its commitment to have one medical college in every district of the state, the Bihar cabinet on Tuesday gave its nod to open government medical college in seven districts of the state.
Giving its nod to the health department’s proposal, the cabinet decided to open one medical college and hospital in seven districts of Kishanganj, Katihar, Rohtas, Sheohar, Lakhisarai, Arwal and Sheikhpura, Cabinet Secretariat Department’s Additional Chief Secretary Arvind Kumar Chaudhary told reporters in a post-cabinet briefing here.

The decision was taken in view of Chief Minister Nitish Kumar’s announcement made during his Independence Day speech for setting up one medical college each in these districts.

With this, the government could achieve the target of having one government medical college and hospital in every district of the state. The move would strengthen health infrastructure further, besides providing higher education and employment opportunities.
There are, currently, 12 state-run government medical colleges and hospitals apart from 20 under-construction medical colleges in the state.
RS 20,000 CRORE FOR MUKHYA MANTRI MAHILA ROZGAR YOJANA
In another important decision, the cabinet also sanctioned Rs 20,000 crore to roll out “Mukhya Mantri Mahila Rozgar Yojana” under which one woman of every family will be given Rs 10,000 to start a business of her own choice, Chaudhary said.
Following the evaluation of the performance of women’s entrepreneurial ventures after six months, an additional Rs 2 lakh will be given as a grant to the women entrepreneurs, he said, adding that the whopping amount of Rs 20,000 crore will be made available as an advance from the Bihar Contingency Fund and Finance department as per requirement.
It may be noted that the state cabinet had on Friday last (Aug 29) approved a scheme titled “Mukhya Mantri Mahila Rozgar Yojana” to provide self-employment to women.
CREATION OF 3233 POSTS IN DIFFERENT GOVT DEPTS
In yet another important decision, the cabinet also gave its nod for the creation of various posts of 3233 in different government departments, Chaudhary said.
Out of 3233 different posts, it approved the Scheduled Caste (SC) and Scheduled Tribe (ST) departments’ proposal for the creation of 1800 teaching and non-teaching posts for the newly approved 40 10+2 residential schools.
Following the implementation of Bharatiya Nagrik Suraksha Sanhita (BNSS) 2023, 760 posts have been created besides approving the redesignation of various posts in order to strengthen the prosecution cadre, he said.
A separate unit of “Prohibition and State Narcotics Control Bureau” has been set up for which 88 posts have been created to deal with the issue of narcotics and prohibition. So far, the Economic Offence Unit (EOU) has been tackling the cases of narcotics and drugs, while the CID has been dealing with the cases of prohibition.
A total of 237 posts in 38 government engineering colleges, 177 posts (six principals and 171 lecturers) in 46 government polytechnic/government women’s polytechnic, 47 posts in Soil Conservation Directorate (Agriculture Department), 25 posts in the Art, Culture, and Youth Department have been created.
ALLOWANCE/HONORARIUM/STIPEND HIKED
The cabinet also increased the basic salary by 30 per cent per month as “risk allowance” for the police officials and personnel who are either working or working on deputation in the Anti-Terrorist Squad (ATS). The amount will not exceed Rs 25,000 per month, on which dearness allowance will not be payable, Chaudhary said.
Bihar Home Guards’ duty and training allowances have been hiked from Rs 774 to Rs 1121 for each working day, which is on par with a one-day salary of Bihar police personnel, and it will be effective from the date of issuance of the order.
It also decided to increase the monthly honorarium of Gram Kutchery Secretary from Rs 6,000 to Rs 9,000. The hike will be made applicable from July 01, 2025, Additional Chief Secretary said.
The cabinet also hiked the stipend of students doing an internship in different medical colleges, Patna dental college, Ayurvedic, Unani, Homoeopathy colleges, and foreign medical sciences. They will now get Rs 27,000 per month as stipend against the existing monthly stipend of Rs 20,000.
While those doing an internship in physiotherapy and occupational therapy will get the hiked monthly stipend of Rs 20,000 against Rs 15,000 per month.
The monthly honorarium of a Technical Assistant has been hiked from Rs 27,000 to Rs 40,000 per month, while Accountant-cum-IT Assistant’s monthly honorarium has been increased to Rs 30,000 from Rs 20,000.
SPORTS-RELATED DECISIONS
The cabinet approved the Bihar Outstanding Sportspersons Direct Appointment (Second Amendment) Rules 2025 to make the appointment process more clear and transparent, ACS said, adding that it fixed the eligibility criteria for appointments, salary.
The outstanding players hailing from Bihar who have performed either at the state, national, and international level will be appointed according to his/her ability and performance.
The cabinet gave its nod to hand over the under-construction International Cricket Stadium at Rajgir to the BCCI-affiliated Bihar Cricket Association (BCA) for its maintenance and operations. It is a step in the direction of holding international cricket matches at Rajgir.
The cabinet sanctioned Rs 574.33 crore for the acquisition of 100 acres of land at Dumri village under Punpun circle of Patna district for developing a “sports complex”.
OTHER DECISIONS
It also temporarily hiked the Bihar Contingency Fund (BCF) corpus up to Rs 12675.80 crore till March 30, 2026, for the timely implementation of various important schemes launched by the state government.
The cabinet also decided to extend the benefit of concession in stamp and registration fee for carrying out lease/sale/transfer of land allotted by IDA/BIADA to the entrepreneurs till the “new industrial investment promotion policy” is notified, ACS said.
The cabinet approved a proposal to transfer 38.77 acres of land to the law department free of cost for establishing “Bihar Judicial Academy”. The land will be made available at Mauja Dharhara and Poth-hi under the Punpun circle of Patna district.
It also gave its nod to “Bihar Rajaswa Karmchari Samvarg Niyamawali 2025,” which would facilitate it into state state-level cadre from the district-level cadre.
A total of 48 decisions were taken at a cabinet meeting chaired by Chief Minister Nitish Kumar.
