The Bihar Institute of Public Administration and Rural Development (BIPARD) has entered into a significant partnership with the Indian Railway Finance Corporation (IRFC), a Navratna Public Sector Enterprise under the Ministry of Railways, to empower the youth of Bihar through an employment-linked skill development initiative at the BIPARD Skill Park, Patna. A Memorandum of Agreement (MoA) was signed today, under which IRFC will extend ₹10 crore in CSR support to train young individuals—particularly those from underprivileged backgrounds—in globally recognised skill programmes such as SAP ERP, CCNA networking, and other high-demand industry-oriented courses. Foreign language and communication skill training will also be provided as complementary modules to enhance employability and support global placement opportunities.
BIPARD Skill Park began its journey with six industry-oriented courses—SAP Certification, CCNA Networking, Geriatric Caregiver, Fashion Design, Commis (Chef), and Baking Technician. Since the launch of these programmes on 14 April 2025, the Skill Park has registered remarkable progress. The Skill Park Academic Building was inaugurated on 1 May 2025, followed by the National Skill Meet, organised in the esteemed presence of NITI Aayog CEO Shri B.V.R. Subrahmanyam and leading industry experts. During his visit, Shri Subrahmanyam interacted with trainees and reviewed the ongoing training programmes. Till date, 585 candidates have been enrolled, 515 trainees have completed their training, and 98 have secured placements.
BIPARD Skill Park—Bihar’s first-of-its-kind advanced skill development initiative—is equipped with state-of-the-art learning infrastructure, including technology-enabled classrooms, licensed SAP servers, specialised labs, foreign language training modules, and fully residential facilities providing free accommodation, meals, and uniforms to all beneficiaries. The initiative offers global certification pathways, AI and data analytics modules, communication and soft skills training, and assured placement assistance with a minimum of three employment opportunities per trainee.
Senior officials from both BIPARD and IRFC emphasised that this collaboration marks a major step toward creating a skilled and future-ready workforce in Bihar. The partnership is aligned with the State’s vision of developing a globally competitive talent pool by 2047 and addressing existing skill gaps that limit workforce participation.
BIPARD Director General Dr B. Rajender expressed gratitude to IRFC for its transformative CSR contribution, stating that the support will significantly strengthen training infrastructure, enhance placement outcomes, and extend the reach of the Skill Park to more young people across Bihar.
