BFIU Lifts Account Freezes on 13 Individuals After Finding No Evidence of Wrongdoing 

Financial intelligence review concludes allegations were unsubstantiated; full banking operations restored, including for Nagad founding MD Tanvir Mishuk

The Bangladesh Financial Intelligence Unit (BFIU), acting within its statutory authority, has issued a formal order lifting all transactional restrictions on the bank accounts of thirteen (13) individuals, including Tanvir Ahmed Mishuk, the founding Managing Director of Nagad, upon completion of a detailed financial intelligence review.

The order became effective on 11 December, pursuant to written directives circulated to all scheduled banks, instructing immediate restoration of banking operations for the named individuals.

Findings of the Reviewing Authority 

According to official records, the account freezes were imposed as an interim, precautionary measure pending an intelligence-led review into allegations of financial irregularity, unlawful enrichment, and potential regulatory non-compliance.

Upon examination of: 

• complete transactional histories, 

• source-of-funds documentation, 

• banking compliance records, and 

• relevant regulatory submissions, 

The BFIU found no material evidence supporting the allegations. The authority determined that no prima facie case of money laundering, suspicious transaction activity, misappropriation, or breach of applicable financial laws was established against any of the individuals concerned. 

The reviewing authority further recorded that the allegations were unsupported by documentary proof, inconsistent with verified banking data, and insufficient to sustain continued restrictive measures under prevailing legal standards. 

Operative Directions 

Accordingly, the BFIU directed that: 

1. All previously frozen accounts will be fully unfrozen without delay. 

2. All restrictions on deposits, withdrawals, fund transfers, and credit facilities are immediately withdrawn; 

3. All scheduled banks ensure full restoration of normal banking operations; and 

4. Compliance confirmation be submitted to the BFIU forthwith. 

The reference to salary accounts pertains solely to internal banking classification protocols and does not constitute any adverse finding or ongoing restraint.

• Roksana Kashem Tumpa 

• Safayet Alam 

• Tawfiqul Rahman 

• Maruful Islam Jhalak 

• Mohammad Aminul Haque 

• Fakir Bedar Uddin Ahmed 

• Taifur Rahman 

• Mushfiqul Rahman Fakir 

• Tarek Hasan Sardar 

Legal Effect 

The issuance of the unfreezing order constitutes a formal closure of the financial intelligence review in respect of the listed individuals. The authority has, on record, found no legal or factual basis to justify continuation of the imposed measures. 

The order restores full financial rights and standing to the individuals concerned, consistent with principles of due process and evidentiary sufficiency under Bangladesh’s financial regulatory framework.
