Who is Sajid Jatt alias Saifullah? NIA identifies Pakistan-based Lashkar offshoot head as Pahalgam attack MASTERMIND

The LeT and TRF have been mentioned as legal entities in planning, facilitating and executing the Pahalgam attack. The 1,597-page chargesheet details Pakistan's conspiracy, the roles of the accused, and supporting evidence in the case.

The National Investigation Agency (NIA) has identified Pakistan-based terrorist Sajid Jatt, also known as Saifullah, as the chief conspirator behind the Pahalgam terror attack. Jatt, a senior Lashkar-e-Taiba (LeT) commander, runs the Lashkar proxy group, The Resistance Front (TRF), which claimed responsibility for the attack that killed 26 civilians. According to the NIA chargesheet released on Monday, he operates with cross-border handlers and oversees TRF’s operations.

The LeT and TRF have been mentioned as legal entities in planning, facilitating and executing the Pahalgam attack. The 1,597-page chargesheet details Pakistan’s conspiracy, the roles of the accused, and supporting evidence in the case. Filed before the NIA Special Court, Jammu, the chargesheet also names three Pakistani terrorists killed by Indian security forces during Operation Mahadev at Dachigam, Srinagar, in July 2025. The three have been identified as Faisal Jatt alias Suleman Shah, Habeeb Tahir alias Jibran, and Hamza Afghani.

Who is Sajid Jatt?

Sajid Jatt, a resident of Kasoor in Pakistan, heads LeT offshoot, TRF. He reportedly operates from Islamabad and is on the NIA’s list of most-wanted terrorists. The anti-terror agency had announced Rs 10 lakh reward for information leading to his capture. He has been named as the main conspirator in several major attacks, including the 2023 Dhangri massacre, the 2024 Poonch Air Force convoy attack, and the 2024 Reasi bus attack. He is also said to be responsible for recruitment, funding, and infiltration activities in the Kashmir Valley. TRF is believed to be a Lashkar front set up in 2019 to give Pakistan plausible deniability and avoid international scrutiny.

NIA chargesheet

The LeT, TRF, and other terrorists have been charged under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, the Arms Act, 1959, and the Unlawful Activities (Prevention) Act, 1967. In its chargesheet, NIA has also invoked the penal section against the accused for waging war against India. The two accused persons, Parvaiz Ahmad and Bashir Ahmad Jothar, arrested by NIA on June 22 for harbouring terrorists, have also been chargesheeted. During interrogation, the two men had disclosed the identities of the three armed terrorists involved in the attack, and had also confirmed that they were Pakistani nationals affiliated to LeT.
