Uttarakhand Minority Education Bill 2025 – First State to end Madarsa education – What does the new legislation mean?

With this step, Uttarakhand becomes the first state in India to take the bold step to end madrasa education. It makes minority educational institutions adopt the National Curriculum Framework (NCF) and the New Education Policy (NEP) 2020.

Uttarakhand Minority Education Bill 2025: In a significant decision, the Governor of Uttarakhand, Lieutenant General Gurmit Singh, on Tuesday, approved the Uttarakhand Minority Education Bill, 2025. The legislation is marked as a historic move towards mainstreaming minority education in the country. The bill mandates that all minority schools and madrasas operating in the state dissolve the existing Madrasa Board and affiliate with the Uttarakhand Board of School Education.

Once the bill comes into effect, all madrasas must secure recognition from the Uttarakhand Minority Education Authority. With this step, Uttarakhand becomes the first state in India to take the bold step. It makes minority educational institutions adopt the National Curriculum Framework (NCF) and the New Education Policy (NEP) 2020.

According to Chief Minister Pushkar Singh Dhami, the legislation will create a uniform and modern education system across the state. He announced that the bill would come into effect in July 2026. In a social media post, CM Dhami wrote, “Heartfelt thanks to the Honourable Governor Lt Gen Gurmit Singh ji (Retd.) for granting approval to the Minority Education Bill-2025! With the approval of the Honourable Governor, the path for this bill to become law has now been paved.”

Under this law, an authority will be set up to oversee the task of granting recognition to minority educational institutions. “Additionally, after the implementation of this bill, minority educational institutions such as madrasas will be required to obtain recognition from the Uttarakhand Education Board,” CM Dhami added.
