Union Budget 2023: Today, February 1, 2023, the new parliament heard the presentation of the Budget 2023 presented by Union Finance Minister Nirmala Sitharaman. The government’s financial reports for a fiscal year are contained in the Union Budget, Ms. Sitharaman’s fifth since 2019. The COVID-19 pandemic caused nearly three years of significant upheaval in the education system in India, but now it is looking forward to the new normal, where ongoing skill development and increased digitalization will be the new form.

The National Education Policy 2020 suggests that the ideal education budget should be 6% of the Gross Domestic Product (GDP). However, that amount was never attained. The Education sector, which received a record-breaking Rs 1,04,277.72 crore for the 2022–23 fiscal year, is the focus of attention today. This includes giving Rs 40,828.35 crore to the Department of Higher Education and Rs 63,449.37 crore to the Department of School Education and Literacy. This allocation’s updated projections will also be made public today. One of the key highlights from Budget 2023 is the establishment of 157 nursing colleges in key areas.

Union Budget 2023: Here are key highlights of the education sector

  • To guarantee the availability of trained labour for cutting-edge medical technology and research, dedicated multidisciplinary courses for medical devices will be sponsored in existing institutions.
  • To ease the accessibility of high-quality books across platforms and geographies, languages, genres, and reading levels, a national digital library for kids and teens will be established.
  • The physical libraries will get volumes from the National Book Trust and the Children’s Book Trust in both English and the local languages.
  • A few ICMR labs’ facilities will be made available to outside researchers for research. There will be the introduction of a new initiative to encourage pharmaceutical research and innovation. Alongside the 157 medical colleges that have already been operating since 2014, 157 new nursing colleges will also be founded.

  • Centres, states, and union territories are putting capacity-building plans for civil officials into action as part of the mission Karma Yogi. The government has also established an integrated online training portal to offer lakhs of government workers options for ongoing skill development and to support a people-centred approach.
  • Through the use of innovative pedagogy, curriculum change, continuous professional development dipstick survey, and iCT deployment, teachers’ training will be reimagined. For this objective, the district institute of education and training will be transformed into a dynamic centre of excellence.
  • For the development of applications employing 5G services, 100 labs will be established up in engineering institutes with various authorities, regulators, banks, and other organisations. The labs will cover, among other things, applications such as smart classrooms, precision farming, intelligent transport systems, and healthcare applications to realise a new range of options, business models, and job potential.
  • Launch of the PM Kaushal Vikas Yojana 4.
  • 30 Skill India International Centers will be built throughout various States to prepare young people for opportunities abroad.
  • A pan-India national apprenticeship programme will implement a Direct Benefit Transfer to support 47 lakh youths over three years.
  • Three centres of excellence for artificial intelligence will be established in prestigious educational institutions to realise the aim of “Make AI in India” and “Make AI Work for India.”
  • The government would give an IIT a grant for research and development to boost domestic production of lab-grown diamonds and cut down on imports.
