Tamil Nadu: The Madras High Court was taken aback by a petitioner, claiming to be a practicing lawyer, who sought protection to operate a brothel in Kanyakumari district, Tamil Nadu. The petitioner filed a plea to dismiss the FIR against him.
Justice B Pugalendhi’s bench expressed strong disapproval of the petitioner’s justification, which was based on the rights of adult consensual sex. The court urged the Bar Council to ensure that only graduates from reputable law colleges are admitted as advocates. Additionally, the court dismissed the petition and imposed a fine of Rs 10,000 on the lawyer.
The court emphasized that it is high time for the Bar Council to realize that the reputation of advocates in society is diminishing. The bench urged the Bar Council to ensure that future members are enrolled only from reputable institutions and to restrict enrollments from less reputed institutions in Andhra Pradesh, Karnataka, and other states.
The court was hearing two petitions filed by Advocate Raja Murrugan, who sought to quash an FIR against him and requested a mandamus to prevent police interference in his business activities.

Murrugan revealed to the court that he runs a trust providing services like consensual sex between adults, counseling, and therapeutic oil baths for individuals over the age of 18.
Responding to the petitions, the High Court noted that Murugan had misinterpreted the Supreme Court’s judgment in the Budhadev case. The court emphasized that the Supreme Court’s ruling was intended to prevent trafficking and ensure the rehabilitation of sex workers, while Murugan had exploited a minor girl, taking advantage of her poverty.
Annoyed by the petition, the court demanded that Murugan present his enrollment certificate and law degree to verify his legal education and bar association membership.
The Additional Public Prosecutor (APP) informed the court that Murugan is a B-Tech graduate and possesses a Bar Council identity with an enrollment number. However, the APP also mentioned that they were unable to verify whether Murugan had actually studied law.
