The new regulations dictate that no private coaching center can operate without proper registration, and strict measures are in place to enforce compliance.

Private coaching centers are now required to register before commencing operations. Moreover, a significant change has been introduced, preventing children below the age of 16 from enrolling in these coaching centers. This move is part of the government’s strategy to safeguard the well-being of young students.

Coaching Centre – Control on Fee Structure

The government has also addressed the issue of exorbitant fees charged by coaching centers. The guidelines explicitly state that coaching centers cannot impose arbitrary fees on students. Additionally, there are provisions to prevent any increase in fees during the course duration.

Safety and Support Measures for Students

In light of the rising cases of student suicides linked to NEET and JEE preparations, the guidelines emphasize the need for coaching centers offering professional courses to obtain a No Objection Certificate (NOC) related to fire and building safety. Furthermore, coaching centers are mandated to provide psychological and mental health support to students grappling with the pressures of exams and success.

Coaching Centre – Strict Penalties for Non-compliance

To ensure adherence to the guidelines, heavy fines have been stipulated for coaching centers that fail to register or violate the terms and conditions. A fine of Rs 25,000 is set for the first offense, escalating to Rs 1 lakh for the second violation, and registration cancellation for the third breach.

Refund Policies and Fee Stability

To protect the rights of students, the guidelines state that fees cannot be increased during the course’s duration. Additionally, if a student decides to leave the course after making full payment, the coaching center is obligated to refund the money for the remaining duration, including hostel and mess fees. These measures aim to create a fair and secure environment for students pursuing coaching for competitive exams.
